This photo is from a tweet about the dems starting to make the lists; but what I suddenly realized is that I never thought of those congratulations, sometimes mentioned by the media, as a requirement. Are they? Like a pledge of allegiance or something? And does the same go for international affairs, where country leaders are required to congratulate each other on election victories?
