The manuscript shows that Tennyson wrote "theirs" (not to make reply, not to reason why, just to do and die), without an apostrophe:

and this is how it’s most commonly printed. But there are some publications (via Google Books) that contain the apostrophe, e.g.:

I can understand the grammar of the corrected spelling (their [duty] is not...), but I can’t understand the grammar of the unapostrophized original.
