In April 2017, there were Munk debates around the motion "Be it resolved, the liberal international order is over". The debater who argued in favor of the motion was Niall Ferguson, a really smart historian.

In November 2018, the topic of Munk debates was "Be it resolved, the future of western politics is populist not liberal". This thesis was defended by Steve Bannon (very unconvincingly, I should say).

So the idea has certainly been around for quite a while. But when Putin happened to blabber it to a journalist, Western media and politicians started to shit bricks.
